This function allows you to toggle the
"flick to open bracket when you enter the matching close bracket"
behaviour of the tools that use the S-Lang readline
module (currently Sherpa and ChIPS).
An input of 0 turns off the blinking, a non-zero input
turns it on (which is the default).
The function returns the previous setting (either 0 or 1).
