CRL Statement:
HRC high voltages commands must be applied in a specified sequence:

When Raising HV: Bottom MCP HV step then Top MCP HV step

When Lowering HV: Top MCP HV step then Bottom MCP HV step
and issued at a limited rate: not to exceed 10 steps every 30 seconds
for step levels higher than 50.
CRL Rationale/Justification:
The HRC sensitivity to high voltage gradients is derived from the HRC design.
CRL Impact:
Inappropriate application of high voltage gradients will damage the HRC
MCP HV.
Recommended Action:
Incorporate into the Systems and Operations Procedures, with ASC providing
the inputs.
