Problems when setting outroot the same as mktgresp

Users cannot use the same outroot value for both combine_grating_spectra and mktgresp. Depending on the other parameters, this can result in the same file names being created by both scripts for different data products which can then lead to unusual errors. It may cause combine_grating_spectra to error out with a message about missing files.
