acis_process_events

    - minor bug fix to deal with a bad input obs.par [5061]
    - new CC mode sky coordinates are computed to de-dither the chip-Y motion.
        -- Need to input obsfile to use new coords []
    - minor bug fix to keep the correct value of the keyword TIMEDEL
    - randomization of PHAs when going to PI, new parameter to
 	control when randomization is done. [5038]
    - change to read the variable size gain-table ARD.
    - minor bug fix to deal with single bad pixel (rather than 3x3
      island) in TE Graded mode not getting properly tagged.
