acisparams.csh/pl script documentation

1. Introduction:
   The acisparams scripts will collect information from the OCAT database and return specific paramters based on a particular obsid. This is a two part script where the first half sets the correct PERL libraries and the second half does the archive retrieval.
2. Execution depandancies:
   Must run acisparams.csh. This calls acisparams.pl with the correct PERL libraries.
